According to reports, the Federal Communications Commission (FCC) of the United States is drafting measures to ban the import of new Chinese optical transceivers. In response, many industry insiders believe that such information has appeared multiple times in history, and it is difficult to distinguish between true and false information, so there is no need for excessive suspicion. Moreover, it is unlikely that the United States will strictly prohibit the import of Chinese optical modules.
"After preliminary understanding of enterprises related to the Science and Technology Innovation Board, we believe that it is less likely for the United States to strictly prohibit the import of Chinese optical modules," an insider said.
He said there are mainly two reasons for this: Firstly, from the perspective of the industry landscape, the construction of AI in the United States cannot be separated from Chinese optical modules. Among the top 10 optical module manufacturers globally, 7 are Chinese. In high-speed optical modules such as 800G and 1.6T, Chinese manufacturers account for 70% of shipments, while American manufacturers have deficiencies in both production capacity and technological progressiveness. Secondly, based on past experience, the possibility of strictly prohibiting the import of Chinese optical modules is relatively low. After the imposition of tariffs in 2025, optical modules were also included in the list of exempted products earlier, due to opposition from American cloud service providers. Therefore, even if there are relevant policies, it is expected that there will be many exemptions.
